TOD Zoning Map Change for 230 East Avenue Only

The proposed text amendment suggests altering the zoning text and a zoning map that was designed for the area around and supported by the South Norwalk Train Station, after years of study and public input. The map will move this one property ahead of all of the planning being done this year (TOD Study funded by $125k Grant from the State) and the current Master Plan for the entire City (POCD).

Does it really make sense to zone one property for TOD based upon the TOD plan for a completely different train station?
