Transit Oriented Development Grant for East Norwalk Under Consideration

A Special Meeting of the Planning Committee of the Common Council will be held on Monday, June 12, 2017 at 6:00 pm in the Common Council Chambers in Norwalk City Hall.

On Monday evening, the PC of the CC will be considering whether to refer a Transit Oriented Development (TOD) Planning Grant application up the full Common Council for approval.

This is the first time a TOD grant opportunity has been available to Norwalk since the City joined WestCOG (Western Connecticut Council of Governments).


The Planning and Zoning Department has put together a proposal to apply for the TOD Grant to apply to two areas in Norwalk and one of them is the East Norwalk Train Station TOD Area.


Why It’s Important:


  1. The P&Z Director –  Mr. Steve Kleppin has very thoughtfully reached out to several key stakeholders in East Norwalk to engage the neighborhood before putting in the application.


  1. The timing for planning for the East Norwalk TOD area couldn’t be better as we begin to fully understand the impacts from the East Avenue lowering/widening and the Walk Bridge replacement projects and the City initiates a once in a decade rewrite of the Plan of Conservation and Development (POCD aka the Master Plan)


  1. The city is open to defining the TOD boundaries in a way that takes into consideration the functional needs of the neighborhood and what the infrastructure can support, given the unique access issues around the railway station.


This is in contrast to the way a TOD area is typically defined–by drawing a circle around the railway station. They are serious about discussing more than the color of the bricks and the number of trees that will be planted.
